Cub Scout Pack 2 is chartered by St. Joseph Parish, 332 Manor Ave., Downingtown, PA 19335. The parish partners with Chester County Council (Scouting America) to deliver a safe, values-based program for boys in grades K–5.

A charter is the formal agreement that authorizes St. Joseph Parish to operate Pack 2 and deliver the Cub Scout program. The parish provides leadership, oversight, and facilities; the Chester County Council (Scouting America) provides training, resources, and support.
The chartered organization agrees to:
Use the Scouting program to further the organization’s aims and values for youth.
Utilize Scouting to accomplish objectives such as youth character development, faith-based youth ministry, career skill development, community service, patriotism, and recognition of military and veterans.
Conduct the Scouting program consistent with Scouting America rules, regulations, and policies (see My.Scouting and Membership Standards).
Recognize that Chartered Organization Representatives (CORs) are automatic voting members of the council and district, as selected by their organization.
Encourage adult leaders to complete required training and additional courses made available by the council.
Be good stewards of unit resources and follow fiscal policies for unit money-earning projects.
Actively participate in council support efforts (e.g., Friends of Scouting, popcorn/camp card sales) to sustain quality Scouting.
Maintain accurate and timely registrations for all youth and adults, using online tools (no leader registered without YPT).
Refrain from using Scouting to pursue political or social advocacy (including partisan politics or support/opposition to government action or controversial issues).
Maintain and support a unit committee of at least three adults for each unit.
Ensure appropriate facilities for regular meetings consistent with Scouting’s aims and methods.
Coordinate with the local council to provide annual recruitment opportunities and publicize Scouting through parish communications.
